We are continuing to ad new stallions to the futurity program. Mercenario

partnership with John and Myra King. We have several other inquiries
and probably will have several more stallions in time for the 2004

you have offspring of a particular stallion that you want to show,
ask the stallion owner to nominate the stallion into the program.
Remind the stallion owners that they get a 10% payback on all winnings
by each stallion’s offspring.
There’s still time to get me the Southern States feed coupons
so that they can be submitted for 2004. Thanks to everyone who has
taken the time to mail or bring these to me. I can also use your pink
delivery ticket for bulk loads of feed.
For the most updated stallion list see the June issue of Paso Fino

PFHA
Board of Director’s Meeting Report and Notes, April 2004
By Piedmont Delegate, Robin Visceglia
Roger Dunn of Mid America held an informal round table discussion
for 45 minutes before the official meeting.
Total Eligible Votes: 6723
Total Votes Present: 6309
Absent were Colombia, Europe, Northwest, and Sunshine Regions.
(All of the following reports mentioned can be viewed on the PFHA
web site.)
Executive Committee Report – The Executive
Committee has decided to implement a Pleasure and Performance Slot
Futurity Class at the 2005 Grand Nationals. This is completely different
than the Fino Futurity Class currently held and you need to review
the report attachments online for complete information on how these
“slot” futurities work. For the record, this was not voted
on for Board Action. In other words, the implementation was decided
on by the Executive without a vote from the BOD. We voted on the Hall
of Fame. Nominated were Alvaro Iriarte and Barbara Preiss. Piedmont
voted for Alvaro. Nominated for horses were Bochica Tres and Resorte
Cuarto. Since Bochica Tres was nominated by a Piedmont member, I voted
for Bochica Tres. The results of the vote are secret and were not
disclosed to the BOD.
Amateur Owner Report – Presented A/O Geldings
for Gold for the Nationals.
Communications Report – The committee is working
on the PFHA website to be more users friendly by instituting receipt
reply messages.
Computer Committee – upgrade of National computers
in order and bids have been taken.
Confepaso Committee – CONFEPASO will hold
a meeting May 5-8 in the Republic of Panama. The elections for officers
and the Executive Committee will be held on the 8th. Our delegates
do not know who will be on the slate at this time.
Education and Clinic Committee Report – Startown
Stables will be hosting a clinic on July 2-4th for applicant and renewal
judges and stewards. Kudos to Piedmont for hosting some clinics this
year.
Ethics Committee Report – This committee has
developed a handout on the Ethical Consideration Associated with the
Buying and Selling of Horses. You can look at it in detail on the
PFHA website. It is very informative and useful for our members and
includes details on disclosure, pre purchase exams, horsemanship skills,
registration status, purchase agreements, and general expectations
regarding buying and selling a horse from both the buyer’s and
seller’s perspective. The report was well received by the BOD
and the committee was encouraged to continue with its efforts.
Events Committee – The BOD passed a motion
regarding submission of show results for shows or trail rides after
August 6, 2004. There was also much discussion regarding Regional
Championship Shows. The committee was instructed by the BOD at some
point to research and present ideas on regional championships. I requested,
via email, comments from our members on regional championships before
the meeting. The general consensus from our members who responded
was that for all practical purposes Asheville is a regional championship
show and what benefit do we gain as a region to have a regional championship?
The committee has worked hard to develop guidelines for Regional Championships.
Their goal is “to increase the meaning and value of our shows
and to reward the growth of our breed. It is to give back to the members
for the support they have given to the existence of the association
and to recognize their efforts. It is also to recognize that horse
owner who may have a great quality horse that does not have the national
ribbon under its name.” California is already scheduled to have
a West Coast Championship which has been approved by the PFHA. This
show has been held for the last 20 years per Milda, who lived in CA.
The proposal calls for four sections, Western, West Central, East
Central, and Eastern. Under the committee’s guidelines there
are no requirements for showing at any and all RCs. There are no qualifying
points necessary to show. The winner of a division can claim the title
of West Coast Champion Fino Stallion, for instance. An exhibitor could,
if they so chose, participate in all RCs. Placements for RCs are not
qualifiers for the Grand Nationals. The point system for placements
will be the same as the Grand Nationals. The show will be judged like
the Grand Nationals in that there will be only one decision. A first
place is 12 points which would count toward point totals. As you can
see by the amount of type here I feel it is very important for Piedmont
to voice their opinion and ideas about RCs. The National Association
is asking that we agree to participate in RCs. In fact, they are asking
us to use our slot in Asheville for an East Coast Regional Championship.
Are you interested in doing this? In my opinion, we are a championship
show and have worked very hard to get there! We reward our exhibitors
with lots of cash and prizes. Our members support the show and we
invite all regions to attend. The revenue from Asheville supports
our region for the entire year. Why would we give this up to the National
Association? If you win hands down in Asheville, do you want 48 points
or just 12 points? Please look over the report on line and let me
know your opinion. Piedmont’s opinion is crucial to this either
working or not. Nationals would be very happy if we alternated with
Spectrum each year and held our show in accordance with the RC rules
and guidelines. As put to me at the meeting, does Piedmont look to
the greater good of the entire Association or do we stall the proceess
and keep things the way they are. Perhaps we need more cooperation
between regions and less shows with more “meaning.” We
also need to add more clinics and more “L” shows to help
our amateur owners and our novice horses.
Executive Director Update –Some highlights:
Kathy Krzeszewski has resigned as National Show manager and her company
with Peg Edmonson will assume the contract. Bids have been requested
from over 20 companies for the 2005-2007 Grand Nationals. The bid
request did go to Four Winds West. CJ Marcello asked that we utilize
our corporate sponsors. Memberships are up to 8257 members.
There was lots of emphasis on Equine Identification
which has been prompted by the US Bioterrorism Act that includes horses.

Futurity Committee Report – If you have a
stallion that is deceased or has been gelded that is in the Stallion

Hearing Committee Report - The committee determined
that Dwight Graber violated several rules regarding Andres Mejia while
he was acting on behalf of Piedmont. Piedmont received a letter from
the committee regarding show official’s contracts and written
cancellation in accordance with those contracts. The fine levied was
$1000 and Dwight was placed on suspension for 30 days in April. The
Piedmont BOD voted to reimburse Dwight the $1000 fine since he was
acting on official Piedmont business. Piedmont was not named in the
charges so we did not have an official at the hearing. The Hearing
committee also revoked the judges card for Kathy Briggs for life,
her membership is suspended for three years and she was fined $5000.
Mike Williams was fined $2500 and his membership is suspended for
three years.
Historical Committee Report - Ms. Gaudreau would
like ideas on making a Paso Fino Museum in the unused portion of the
PFHA offices.
Judges and Stewards Committee - Gilberto Duarte
applied for his judges card. Startown is hosting a clinic on July
3-4.
Marketing - We received a report on the marketing
efforts of the National Association complete with articles for publication,
the Paso Fino Display, where PFHA literature was sent, magazine advertising,
and upcoming activities. During our discussions all the delegates
agreed that we got the most advertising for our horses at equine exhibitions.
We discussed ways the regions could form teams for exhibits. Any one
interested in volunteering for this please contact me.
Membership and Regional - The BOD asked that the
executive director work with this committee to determine why Colombia,
Europe, Northwest, and Sunshine Regions have not participated in the
BOD meetings.
National Show Report - The national judges for the
2004 Grand National Show were voted on in the following order: Donald
Schanche, Ellen Perez, Dr. Rolando Colon-Nebot, Loly Gonzalez, Rex
Bradley, and Phyllis Gaudreau as first alternate. Piedmont voted based
on the responses received: Lynn Gallup, Ellen Perez, Donald Schanche;
Rex Bradley and Phyllis Gaudreau tied for 4th place, Dr. Rolando Colon
- Nebot. I don’t have a record of how the regions voted. The
show secretary issue is in the Executive Director’s report.
If you are planning on bringing your own vet to the show you must
purchase a show permit for $500 and, if not licensed in Georgia, obtain
written approval from the Georgia Board of Veterinarians. Be careful
with your entries. If you fax your entries be specific about how many
pages you are sending and if that includes the cover sheet.
Nominating Committee - no action
Personnel Committee - no action
Professional Trainers/Horsemen Committee - Alice
Page asked for attention from the PPFTA members to enhance the web
site information.
Registration Committee - no action
Rules Clarification Committee - waiting for new
rule book
USA Equestrian Committee - (Now called USE-F) Discussed
requirements for a USEF show including the prize list and the errors
noted in the ads for shows. It would be helpful if Nationals would
run a generic ad that could include most of the prize list requirements.
The regions could then add the details for the specific shows and
avoid the back and forth with USEF on the prize list. Our only official
prize list is published for the Nationals. Most regional shows do
not publish a prize list.
Youth Committee - They are trying to establish a
Paso Youth for Pleasure Program. The Goscha’s have volunteered
to host the second annual youth trail ride at the Nationals. Dwight
Graber has volunteered to work with the committee to establish and
endow a Paso Fino Horse Association Youth Committee Scholarship program.

Clemson Show Report
Around 106 horses, trainers, owners, and onlookers enjoyed a wonderful
weekend in Clemson, SC. Beautiful weather with crisp mornings, but
most people shed their coats by 10am. Many horses, though, retained
their winter fuzz. Clemson is a great show for introducing green horses
to the ring and green riders. Several first time exhibitors had a
great time- Jeanne Griggs and Joe Wilhelm overcame their jitters and
enjoyed their first show as exhibitors. What fun it is to watch the
faces and encourage the first timers! Cese Figueroa proudly introduced
Delilah de Bien Vee, owned by Brenda and Bill Sparks, sweeping the
blues in her fillies class and Fino mares championship. El Heredero
de Profeta, owned and shown by Jose Rodriguez, won Pleasure Geldings
open and amateur owner and many other classes to win the $2000 high
point gelding award. Hechicera PM, owned by Bill Minter, Dwayne Tilley,
and Paul Mercer earned the high point award for mares. Don Gonza de
la Laguna, owned and exhibited by Eduardo Cequerella, was high point
stallion and Fino Amateur Owner Stallion Champ. Amelia Wettstein presented
a beautiful costume on Mantecado de La Yaya, a beautiful pair they
make!

Tucked between the growing cities of Raleigh, Cary, Durham
and the corporate world of Research Triangle Park is an oasis of tranquility,
a peaceful haven—William B. Umstead State Park. Here, two worlds
merge as the sounds of civilization give way to the unhurried rhythm
of nature. Highways fade in the distance as trees, flowers, birds
and streams form a more natural community. William B. Umstead is a
place to escape the pressures of everyday life, a place to picnic
in the pines or horseback ride on trails through the woods.
Divided into two sections, Crabtree Creek and Reedy Creek, this 5,439-acre
park is easily accessible from Interstate 40 and US 70. Visit William
B. Umstead State Park and enjoy this region of wilderness at the city's
doorstep. Notice: Phase I and Phase II of the renovation of the bicycle
and bridle trail system has been completed, allowing the prior existing
trail network to be reopened to the public. For a map and driving

- The
Piedmont Trail Ride at El Escondite on March 20th was great...wonderful
trails, wonderful friends, wonderful horses! Though the cool weather
flirted with us, the sun prevailed and good clean fun was had by
all. Valerie was a wonderful host, providing a spread of goodies
and inviting us to roam her lovely farm. See http://www.elescondite.net/March2004trailride.htm
Heritage Farm Fun Show Report. It was indeed a "fun"
show. The show raised around $3500 for Charlie and Milda's church.
The raffle filly, Tasha de Herencia, was won by Clarence Phillips
of Maryville, TN. This is the first Paso Fino for the Phillips family.
Little do they know, Paso Finos come in bunches, not just one! They
are thrilled and excited about their first Paso Fino. The highlight
of the show was the "stick horse class". Can anything be
more precious than watching the little ones parade over the sounding
board with stick horses? We should have "stick horse" classes
at ALL our Paso Fino shows!
Charlotte
Jumper Classic...this is a great event coming to Charlotte
April 9-11th at the Charlotte Coliseum. Bob Johnson
of the Charlotte Bobcats is hosting this event. Even though this is
not Paso Fino, it is an excellent opportunity for ALL BREEDS to show
their support of equine activities in Charlotte and the Carolinas
of this magnitude; helps promote the horse industry entirely. Debby

Umstead State Park Trail Ride in Raleigh, NC
is April 4th, 2004
For a map and driving
directions, click
here. Meet time will be 10 am at the Highway 70 entrance parking
lot. Each rider should bring a bagged lunch as we will eat along the
trail. Contact Lynn Gallup if you are planning on coming 919-362-5966
or smoothride4u@msn.com.
Remember you must be a Piedmont member to participate on
Piedmont trail rides. See you there!

Open Horse Shows
The
2004 meeting of the PFHA BOD was held in Las Vegas, NV on
January 23rd-34th, along with the annual PFHA membership convention.
Milda Minter attended as the Piedmont representative. There were no
major or shocking changes. If you have any questions about these items
below or want more detailed information, please feel free to contact
Milda.
Some items of note are: Our show year and class structure were left
intact and the proposed age splits of the mare, stallion, gelding
classes did not pass. Points were not raised to qualify for nationals
and will remain at 20. Points were raised for TOP and LOM awards and
the restriction on “L” shows was lifted, allowing regions
to host more small shows as might suit their membership. Youth riders
can still ride in amateur owner classes and can still ride schooling
horses with schooling headgear. Older pleasure horses can still use
any headgear as per current rules. Shoes will not be required. No
schooling gear is to be used in the Versatility class. Please support
our corporate sponsors so that they will continue to support the PFHA.
The stud book is available on CD-ROM. You can now process registrations
on the PFHA website. The National's Silent Auction was very popular
in 2003 and will be repeated in 2004, need baskets for this from every
region, so think of what Piedmont could put in (beach theme, Moravian
theme, mountains, winery, etc). Not limited to one basket per region!
USA Equestrian, Inc has a name change to US Equestrian Federation
(USEF). Piedmont shows 798 members as of 12/31/03, up from 749 at
the end of 2002 (this counts all types of members).
New PFHA Rule Proposals that were voted on at the
PFHA Convention are shown on Piedmont's web site -- what passed and
what didn't. All proposals that passed will go into effect September
1, 2004 with the exception of the 2004 Grand National Show. The 2004
Grand National Championship Show will utilize the PFHA Rule Book,
dated October 1, 2001, w/changes, and the current U.S. Equestrian
Federation rule book. Click here
to go to the Introductory Rule Change page or click on Rule
Changes from the home page.
The PFHA Communication Committee has
been working hard to improve the visuals and ease of use of the PFHW
and the PFHA web site under the guidance among our own Piedmont members
Lynn Gallup and Lori West. The PFHW magazine will have now have defined
themes for each month’s topics and they are seeking
more articles of interest about the breed, owners, trainers, etc.
Contact Lori or Lynn if you wish to submit articles on the below themes.
Note the submission deadlines and plan well in advance.

The NC State

Paulette Denault-Bryce will provide the fastive music the evening

to play Latin music (by CD) during our Paso Fino classes and to announce
any descriptions to promote the breed and classes to the public. Also,
the fair managemnt has agreed to two half page ads for August and
September PFHW with class and fee listings, and an email contact so
people can request the fair prize books. Again will be two PFHA/USA-E
judges for double points for judges; Piedmont points are awarded too.
There is a cash payback for each class and each championship! Noted
which has been a conflict for some exhibitors in the past was the
Georgia show; it has been reported that the GA show will not be held
in October. So see you at the NC State Fair Show...mark your calendars
for October 18, 2004. Fun, Fellowship,
and Show Off your Paso Finos to the Fair-Going Public!
2004
Piedmont Trail Rides
Candace Link has agreed to be the Piedmont Trail ride Coordinator.
New ride locations are planned for 2004. Volunteer hosts are per ride
will be responsible for arranging a date, possible rain date, and
letting us know if the trails are moderate, easy or difficult; also
whether or not lunch will be provided or a pack-your-own-lunch will
be necessary. See the Events Calendar for
more information. Join Piedmont if you haven't already and come ride
the trails and enjoy the beautiful Carolina scenery and friendly fellowship.
PFHA has started a new trail ride program named “Ticket to Ride”;
it is free to participate. You can download the "ticket"
from the PFHA web site.
Tickets will be turned into PFHA at end of each year for prize drawings
at the National Show. Chrissie Messier,
PFHA Show Manager can answer any questions you may have.
2004 Open Horse
Shows
Shown on the updated Calendar of Events
are Open Horse Show circuits that welcome Paso Fino exhibitors to
participate. These are excellent schooling or warm up opportunities
for bigger PFHA shows, and also to show for fun, and to expose our
Paso Finos to other horse breed people. Sounds like a plan for those
who want to show and have fun at a minimal cost! If you know of other
Open Shows, let Lynn
Gallup know the info with contact to include in the Piedmont Calendar
of Events.
The East Coast Open Horse Show Circuit is offering
Non-Trotting Classes just for Paso Finos and Peruvian Pasos. The other
gaited breeds would enter in the Racking classes. This show circuit
is held at the Bob Martin Eastern North Carolina Agricultural Center
and offers year end awards.
The Spartansburg Horseman's Association which is
a non-profit all-breed organization that is having shows at Croft
Park in Spartanburg, South Carolina. There is discussion about having
a Mini-Clinic for Paso riders. See the Piedmont Events Calendar for
their monthly show dates.
The Lincoln County Horsemens Association is offering
Open Gaited, Non-Trotting, Paso Fino Pleasure and Paso Fino Performance
classes in their 2004
Class Schedule. The location is at The Ponderosa, Startown Road
in Lincolnton, NC. High Point awards are given at the October 2004
show for points accumulated from October 2003 through September 2004.
You must show the same horse in at least 4 shows at the Ponderosa
to be eligible for End of the Year High Point awards.
North Carolina Horse Council Educational Events are now included
on the Calendar of Events.

Its
time to renew your Piedmont membership dues for the new year 2004
if you haven't already done so. The Piedmont membership form is on
the JOIN page of this website or is on the back page of the Piedmont
Password. When renewing your PFHA membership, be sure to designate
your region as Piedmont PFHA. Also check out all the benefits of membership
with Piedmont. Its well worth the amount of the dues whether you like
to show and attend the annual banquet, or just relax and ride the
scenic trails in North and South Carolina. If you don't get the next
Password Newsletter mailed to you in late January then you probably
have not renewed your dues. The Piedmont Website Membership and Farm
Directory pages will be updated also in January 2004.
Volunteer and help out with the Piedmont activities,
whether it be trail rides, clinics or shows. Piedmont needs YOU! Piedmont
is a member organization. Step up to the plate and get involved.
The NC State Fair Horse Show Advisory

Update: This show has canceled Paso
Fino classes for 2004.(2/29/04)
The 8th
Annual FireCracker Jubilee and 4th Children's
Miracle Network Charity Show will be held at the Senator Bob Martin
Eastern Agricultural Center in Williamston on July 4-5, 2003. The
Paso Fino classes will be on July 3rd, Saturday for 2004, so mark
your calendars. Ask Piedmont members Lori and Greg West about this
show as they were there in 2003.
Report on the Southern Horse Festival -- December 5-7, 2003,
NC State Fairgrounds
Piedmont members Lynn Gallup and Sue and Tom Yearwood ran into each
other at the Southern Horse Festival on Sunday. It was cold and windy
outside that weekend and I heard snowed heavy in the mountains, but
the first annual Horse Festival sponsored by the North Carolina Horse
Council was a huge success. There were many educational seminars on
varied topics; I attended four seminars on Saturday and caught part
of John Lyons and the Bridleless Riding demonstration by Lynn Palm.
On Sunday morning I watched Gawani Pony Boy work a uncooperative horse
that liked to crowd his handler when on the ground, and got some Christmas
shopping done for horse friends. The NC Horse Council raffled off
a new John Deere riding lawn tractor. If you missed it in 2003, plan
to attend in 2004. There were many horse breed and association booths
which included a stall next to booth for a "sample" breed
horse. Cost was reasonable according to the SE Rocky Mountain Horse
Association reps. I would like to see the Piedmont PFHA represented
in 2004; booth volunteers would be needed to cover the 3 day event
(hint) if Piedmont gets a booth. Lynn Gallup
